He is not on the 11/74 list - he would have been 71 by then.
He was Monarch since he is not on the 7/48 CHA Roster.
The name Bailey is not on the 7/67 Mx Roster

No Bailey listed on Ken Schultz' We Remember database.
Bill Bailey and LR Bailey have to be the same person
as there are no other mechanics named Bailey in 1955 and 1960.
Bill would be age 62 in 1965 and age 65 in 1968.
He retired before age 65 because he is not on the 7/67 Mx Roster.
I'll assume he retired about 1966 until I hear otherwise.
