The only Hispanic gentleman I recall that worked for "Telecommunications " and "IT" was Ernie DeSoto. 
He made frequent trips to Mexico for FL because he spoke fluent Spanish. 
He often brought small tokens to the gals in the office. 
I still have an alabaster bird to hold messages he brought back from Mexico for me sitting on my computer desk.

Ernie's middle initial is "F" as recorded in several different places.
Ernie retired in 1985 as listed in the Rocky Mtn. News Obit.  
A  QRD list dated Oct 7, 1985 lists Ernie, and a list dated Nov 25, 1985 does not have him listed.  
He may have taken the "Early Out" option offered by FAL in thr fall of 1985
