He is not on the Feb 1960 FL Roster.
Per the Jan 1952 article which calls him Bill, 
he got his five year pin in Dec 1951
which makes his start date in 1946.
His obit says 12 years at FL so he left in 1958.
I had trouble finding his SSDI record because they misspelled his last name.
